
A retired diplomat, Ambassador Osei consults for a number of African governments and international organizations in the area of conflict resolution, diplomatic negotiations, and mediation. In a career spanning several decades, he served at Paris, Conakry, Kinshasa, Copenhagen and was appointed Ambassador at Large in 2001.
He also served as Private Secretary to the President of Ghana, H.E. Mr. J.A. Kufuor from 2001-2009 and was a member of several strategic national bodies such as the Cabinet; the Economic Management Team, the Advisory Council and the National Security Council. He has during his career, worked closely with two other former Heads of States, President Dr. Hillla Limann and President Flt. Lt. Jerry John Rawlings. As the Diplomat in Residence at the Legon Centre for International Affairs and Diplomacy (LECIAD), he taught several courses in its M.A. programme.
For his distinguished work as a diplomat and role in several conflict resolutions on the continent, he has been recognized with several national honours: The Order of the Volta (Companion Division) Ghana; Togo’s highest national decoration, the Commander of the Order of MOYO (2009); the Order of Gravenhage (2008) from her Royal Highness the Queen of Netherlands. Ambassador Osei is a graduate of the University of Ghana Legon, has studied at the Cheik Anta Diop Institute in Dakar and holds post-graduate degrees in International Relations from the University of Ghana and L’Institu International d’Administration Publique Paris.
